As far as this AU goes, it follows show canon and uses the not-stupid pieces of comics canon where applicable. Names, ages, powers and things.
Wyatt's destiny was never nullified and Melinda never had her whitelighter genes activated; the twins had their powers unbound for their tenth birthday.
Headcanon is that Phoebe's youngest is named Persephone, "Percy" for short.
